Okay, that would explain what she was doing with Tavros’s communing powers. But that doesn’t explain what she was doing with Vriska’s manipul8ion powers. I’m guessing she was probably manipul8ing Jane’s exile.
Jane didn’t have an exile; the Condesce’s ship came down out of her Skaia portal, not a meteor with an exile station seed.
However, she could very well manipulate citizens and agents inside Derse or Prospit, as well as perhaps a few trolls (Karkat mainly) if she comes across them.
She might be able to put humans to sleep or wake them up, but that may have been part of the advantage Vriska’s luck afforded her (in addition to reaching across universes). Though, it was probably just the reach. (We know luck afforded her some advantage; when she first succeeded at waking John up, a sun symbol flashed in her eye.)

The “it was her ship the entire time” interpretation makes a lot more sense than my “the ship yanked the meteor out of the way at the last minute with some kind of tractor beam” theory.
Re: Jane’s hypothetical exile.
The lack of a meteor wouldn’t explain the apparent absence / silence of Jane’s hypothetical exile, that exile’s station would normally arrive on the meteor aimed at Dirk’s sea platform apartment. If Jane has an exile, the Condesce’s manipul8ion could explain that hypothetical exile’s silence and any questionable hypothetical future commands. There are a lot of unanswered questions about the B2 session’s hypothetical exiles. It’s possible that void sessions don’t have exile stations or exiles due to the lack of a reckoning. It’s possible that the exile stations need to be pushed through the portals by other means like the Frog Temple meteor, and something goes wrong with the meteor which was supposed to be aimed at Jane’s house. It’s possible that the command stations stay in the Veil and void session “exiles” guide the players from inside the session. It’s possible that the Condesce killed some of the exiles or destroyed their command stations before they were able to contact the players. In any case, the presence or absence of B2 exiles is going to need to be addressed.
